BUILDING PERMIT FEES

ALL APPLICATIONS MUST INCLUDE THREE (3) SETS OF BUILDING PLANS. Plans/Plat must show footprint of all structures (including any overhangs, septic system location and driveway. All property line setbacks must also be shown on all plans/plats. A permit will not be issued until the plans have been approved by the Fire Marshall/Inspector.

FEES - All applicants must submit a set of approved plans before a Building Permit is obtained. All Building Permits are valid for one(1) year. Building Permits will be considered void if construction does not begin with the first six(6) months.

Calculating Building
Permit Valuation

Unless otherwise stated, the valuation for all new construction will be based on the actual contract cost of the work or calculated by using the latest construction cost data as published in the Building Safety Journal by the International Code Council. For interior completion only, the construction cost is valued at 65% of the calculated ICC building valuation.

To schedule an inspection contact inspectionsga@bureauveritas.com or call 706-768-0751 by 4 pm to schedule an inspection for the following day. A copy of the house/site plans needs to be on site. Notice to reschedule an inspection must be given at least 24 hours prior to the original appointment.

The Foundation Inspection
  • Footing Inspection – Performed before concrete is poured.
  • Masonry & Poured Wall Inspection - Any wall higher than 4’ from the bottom of the footing to the top of the wall.
  • Foundation Water Proofing & Drainage - Performed before backfill. Any wall, including walls less than 5’ high, must have a waterproof inspection before any backfill is placed against the wall.
  • Plumbing In-Slab - 4" pipe must exit slab. Plumbing must have a water test or air test. Can seal pipe for the test at clean out between the house & septic tank after the test is approved. The connection from the clean out to the tank can be done. Can check this on slab inspections.
  • Slab – Basement and carports. Performed before concrete is poured.

Rough Inspection
Completed after roofing, framing, windows, and doors installed, fire blocking, bracing in place, and all rough-in electrical, mechanical, and plumbing are complete. All electrical, mechanical, and plumbing affidavits (and all applicable documentation) BEFORE the rough inspection can be called in.

Insulation/Energy Code
Do NOT insulate prior to the rough inspection. This inspection (insulation)is performed after all insulation is in place and prior to wall cover and ceiling cover.

The Final Inspection
This inspection is performed only after the structure is complete and ready for occupancy. A Certificate of Occupancy (C.O.) will not be issued until all the required documents are on file and the inspector has passed the final inspection. C.O.’s will only be released to the homeowner, or the contractor listed on the building permit. Re-Inspection Fees
If no one is available at the time of inspections, the following fees may be assessed for re-inspections: (Certificate of Occupancy will not be issued until all outstanding Re-inspections fees are paid in full).

Sign Permit
Include a scale color diagram of sign including proposed wording and all measurements.

Building Signs
Show where the sign is located on the building indicating dimensions of the side of the building.

Property Signs
Show where the sign is being placed on the property (show all setbacks to property lines). Show a diagram indicating the mounting details. A photograph of the proposed site would be helpful, if available.

Fees
Sign permit=$25.00
A $200 bond is required for all temporary or political signs. The money is refunded as long as the signs are removed with 7 days after the end of the event.

State of Georgia Environmental Protection Division for Coverage Under NPDAES General Permit to Discharge Storm Water Associated With Construction Activity

The Owner and Operator of an activity that has a discharge of storm water from a site where construction activities occur must apply for a National Pollutant Discharge Elimination System (NPDES) Permit. The Permit is available for review at EPD’S offices and on EPD’s website. It is highly recommended that the permittee read and understand the terms and conditions of the Permit prior to submitting a NOI for coverage under this permit.

Pools and ponds intended for swimming, recreational bathing, or wading and decorative landscape ponds or holding ponds that contain water over 24 inches (610mm) in depth located in a residential zoning are declared to be attractive nuisances dangerous to children and others and shall be enclosed in fencing or barriers consistent with the city’s building code, but not less than the following minimum standards:

1. The top of the barrier shall be at least 48 inches (1,219 mm) above grade measured on the side of the side of the barrier that faces away from the decorative landscape pond.
2. The maximum vertical clearance between grade and the bottom of the barrier shall be two inches (51mm) measured on the side of the barrier that faces away from the decorative landscape pond.
3. Where the top of decorative landscape pond is above grade, the barrier may be at ground level or mounted on top of the decorative landscape pond. The maximum Vertical clearance between the top of the pond structure and the bottom of the barrier shall not allow passage of four inches.
4. Openings in the barrier shall not allow passage of a four inch (102mm) diameter sphere.

Georgia Residential Energy Code Compliance Certificate

AN ORDINANCE BY THE TOWN OF TALKING ROCK, GEORGIA

AN ORDINANCE TO AMEND THE TOWN CODE OF THE TOWN OF TALKING ROCK, GEORGIA, TO ADDRESS CERTAIN ZONING MATTERS.

WHEREAS, the duly elected governing authority of the Town of Talking Rock, Georgia is empowered to adopt clearly reasonable ordinances, resolutions, or regulations relating to its property, affairs, and local government pursuant to O.C.G.A. § 36-35-3, and is authorized by Section 1.12(b)(23) of its Charter to adopt ordinances providing comprehensive town planning for development by zoning; and

WHEREAS, the duly elected governing authority of the Town of Talking Rock, Georgia is the Mayor and Council thereof;

NOW THEREFORE, IT IS HEREBY ORDAINED BY THE GOVERNING AUTHORITY OF THE TOWN OF TALKING ROCK:

Section 1
That Section 4-1-6 is amended to add the following:
“Animals, pets and personal use means the following:
(1) Pet means dogs, cats, rabbits, or small birds not owned for any commercial use;
(2) Personal use animal means any other animal, of which any owner of property of at least 2 acres may have up to two such animals per acre on his/her property without requiring a permit; a permit is required for any other personal use animal. Such permit may be denied or predicated upon such conditions as the Town Council deems appropriate.”

Section 2
That Subparagraph (1) of Section 4-3-1 of the Code of the Town of Talking Rock, Georgia is hereby amended to state as follows:
“(1) R-A Residential Agriculture. The purpose of this district is to accommodate purely low density single-family residential development with minimum lot sizes of 2 acres, such areas being protected from the deprecating effects of small lot development, but permitting accompanying appropriate agricultural uses. There shall be an undisturbed buffer of 10 feet, in which no animals may be kept, from the property line of each parcel of property in this district.”

Section 3
That Subparagraph (a) of Section 4-3-3 of the Code of the Town of Talking Rock, Georgia is hereby amended to state as follows:
“(a) The boundaries of each district are shown on a map entitled Comprehensive Zoning Map of the Town of Talking Rock, Georgia, dated August 20, 2018 and certified by the Mayor. The map, and all explanatory matter thereon, is hereby made a part of this chapter.”

Section 4
That Section 4-3-4 of the Code of the Town of Talking Rock, Georgia is hereby amended to state as follows:
“Structures located within the historic district of the Town, demarcated on the Comprehensive Zoning Map of the Town as Districts H-C and H-R, are subject to the requirements of Chapter 3 of this Code.”

Section 5
That Section 4-3-5 of the Code of the Town of Talking Rock, Georgia is hereby amended to state as follows:
“The boundaries of the Talking Rock Historic District are demarcated on the Comprehensive Zoning Map of the Town as Districts H-C and H-R.”

Section 6
That Section 4-4-1 of the Code of the Town of Talking Rock, Georgia is hereby amended to add Table 4-4-1-A, the Permitted Uses Table, at the conclusion of this Section.

Section 7
It is declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this amendment are severable; and if any phrase, clause, sentence, paragraph or section hereof shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this amendment.

All other provisions of the Code of Ordinances in conflict with this amendment are hereby repealed.

The adoption date of this ordinance is the date set forth below, and the effective date of this ordinance shall be its date of adoption.
